China Reduces Export Tax Rebate for Solar Cells and Panels, Impacting Prices and Manufacturing Strategies

Starting December 1, 2024, China will reduce the export tax rebate rate for solar cells and panels from 13% to 9%. This change will lead to a 4% increase in the price of solar panels imported from China. As a result, many companies are expected to actively establish solar panel manufacturing plants outside of China.

 

The list of products affected by the reduction in export tax rebate rates includes photovoltaic products such as:

HS Code 85414200 (photovoltaic cells not assembled into modules)

HS Code 85414300 (photovoltaic cells assembled into modules).

 

This move could significantly impact the global solar industry, as companies look for costeffective production alternatives in response to higher import prices from China.
