In July, a U.S. university imported custom solar panels for a research project.
When the shipment reached the Port of New York, customs hit them with a 260% anti-dumping tariff — even though it was clearly for non-commercial, educational use.
Here’s what we told them to do:
1️⃣ Pay the tariff first to release the goods – so they could avoid costly demurrage fees.
2️⃣ File an immediate appeal – stating the panels were for research, not resale.
- Engage the university’s legal team to prepare and submit the case.
- Or work with their designated customs broker who knows the process inside out.
They followed this plan and got the appeal underway without delays. Fortunately, our experience allowed us to point them to these university resources right away, helping them take the best course of action from day one.
Why we could act fast:
✔️ 20+ years in the industry
✔️ Extensive experience supporting university labs with special tariff exemptions
✔️ Hands-on cases since the new tariff rules came into effect in June
