Several Countries Have Introduced Restrictive Policies Against China

In the past month or so, due to the plummeting price of Chinese Solar panels, many countries have introduced restrictive policies on solar panels and solar panel raw materials produced in China.

On November 25, 2023, the Turkish Ministry of Trade issued Announcement No. 2023/32, stating that at the request of Turkish companies, it would launch an anti-circumvention investigation into the anti-dumping case of photovoltaic modules originating in China. The main purpose is to examine whether the Chinese products involved were exported to Turkey via Vietnam, Malaysia, Thailand, Croatia and Jordan to avoid anti-dumping duties.

In early December 2023, the U.S. Department of Commerce is considering imposing anti-dumping and countervailing duties on aluminum frames imported from 15 countries, including China, Mexico, Turkey, India, Italy and South Korea. The U.S. Department of Commerce is expected to announce the preliminary results of the countervailing investigation around December 28.

On December 12, 2023, the Brazilian government announced that it would resume import taxes on photovoltaic modules and wind turbines, and resume import taxes on 324 categories of related products. The measure is aimed at boosting Brazil's domestic production of renewable energy equipment.

On December 17, 2023, German Economy Minister Habeck (Green Party) was interviewed by the German media "Deutsches Network Deutschland" (RND). He said he planned to strengthen domestic solar manufacturers and compete with Chinese manufacturers by providing state subsidies.

On December 28, 2023, the Ministry of Commerce and Industry of India issued an announcement to make the first affirmative final anti-dumping review of EVA plastic sheets (Ethylene Vinyl Acetate (EVA) Sheet for Solar Modules) originating in or imported from China. It is recommended to continue to impose anti-dumping duties on the products involved in China for a period of 5 years.
